Blue Star Accounting and Advising specializes in accounting, advisory, and training services for counties, municipalities, and school districts. Our mission is to help local governments better serve their citizens by enhancing their accounting and business management processes.
Marc R. Roy, CPA, developed his expertise in governmental accounting and management through his experiences in auditing dozens of governments, providing governmental accounting workshops and one-on-one training to finance directors and treasurers, and having served as the business manager for nearly two dozen towns, schools, and counties throughout Maine.
Blue Star Accounting and Advising is a one-man shop. You’ll see the use of the word “we” all over this website, but that’s more of a royal “we” – it’s all just me. Marc.
I started my career auditing towns and schools across the state. Eventually, I developed a line of work where I served as a business manager on an outsourced basis — think outsourced CFO, but for local governments.
This gave me invaluable insight into how towns and schools operate, and now I use that experience to help clients improve their finances, streamline business processes, and strengthen internal controls.
Along the way, I’ve taught courses in accounting and auditing at Central Maine Community College and the University of Southern Maine, and I’ve led annual workshops on governmental accounting for the Maine Tax Collectors and Treasurers’ Association.
I love helping clients build better systems. Because when their financial processes improve, so does the quality of the information they share — with boards, regulators, grantors, and most importantly, their citizens.
